Clean language-specific package-maintainer-oriented interfaces on top of cross-compilation-aware core build infrastructure

#36217 will bring us new core infrastructure designed to cover the full general complexity of cross-compilation. On top of it, we need language specific facilities (e.g buildCPackage) that make the common cases for normal packages straightforward.
