Describe the bug
#91213 introduced a change that breaks NixOps.
When we have a test, something like this will be detected faster and not depend on users running into an issue.
That would increase the quality.

To Reproduce
Steps to reproduce the behavior:

  1. break nixops
  2. users complain
  3. 😬

Tests would still be nice. nixopsUnstable has been more broken than I expected...
