user select2 for tags interface instead of current bootstraptags #29

it'll cut down on the amount of jquery plugins we are using. Also handles existing tags better.

currently using select2 for dropdowns anyways.

looks like there is a bug in select2 tags for the moment - issue is on hold until this is resolved by select2 team.
