Using Charlie's scripts to create land use drivers at the resolution(s) required for NorESM3 (ne30)

Maybe need a lower resolution ultimately for low resolution (4x5) ensembles?

We need a version of this tool that can output ne30 grid files:

Referring to #114, do you want a rewrite of this, or do you just want to try to run it on similar or higher resolution regular grids and then we can just regrid the outputs afterwards?

I think that ultimately we will also need the land use drivers script to work with ne30 as we will need the transient land use drivers in that resolution. Does that sound right @kjetilaas?

Then we might -also- want drivers for a regular grid to run the script that generates the 1850 equilibrium drivers, then we can regrid the outputs of that to ne30 (to avoid having to rewrite that script too).

Successfully run the scripts for 4x5. Only problem was file format. Solution (on all output files from these scripts):
nccopy -k cdf5 fates_landuse_pft_map_4x5.nc fates_landuse_pft_map_4x5_cdf5.nc

Should be written into the scripts.
