24A Charge Current Limit Calculations

Description

We need to know what the maximum amount of current our batteries can discharge. There is an algorithm from 22A, however it is not great. We need new calculations for instantaneous and continuous CCL. These will be done in the analyzer task.

Acceptance Criteria

New calculations for instantaneous and continuous CCL. Documentation on how the algorithm works and why.

Proposed Solution

Use the commented out CCL calcuations from 22A as an example.
