Add Dynamic URL Tracker List to Retrackers Plugin

If Retrackers plugin was able to parse a URL which contains a list of trackers would equal a major improvement over mainting tracker URLs 1-by-1 by hand.

There are a several community maintained public tracker lists such as:

• https://newtrackon.com/api/stable
• https://raw.githubusercontent.com/ngosang/trackerslist/master/trackers_all.txt

The above lists auto remove down trackers, sort by top performing trackers, and etc.. Other torrent clients have this ability and it works beautifully. My download speeds increase by 25% - 50% using the above lists.
