Repro Steps & Context

I reviewed the Details Pane Tabs with the UX Board and they had some spacing adjustment suggestions:

  1. Increase spacing between tab headers and the horizontal bar.
  2. Reduce blank lines in the text explaining that there's no README for the current package.
