Packages don't appear on users' /account/Packages pages if all versions are unlisted #1646

This is a regression from production. The problem currently occurs in QA.

To repro:

  1. Sign in to qa.nugettest.org and upload a new package.
  2. Unlist the package you just uploaded.
  3. Navigate to https://qa.nugettest.org/account/Packages.

Result: The package you uploaded will not show. If you go back to the package page and re-list it, it will show immediately.
Expected: We shouldn't break the current behavior in which unlisted packages are shown separately on the same page when a user views her own package list.
