Deployment D12

Status: Ready for testing

Focus: Adds Archive Packages job. Suppresses BackupPackageBlobs and TransferPackagesJob

Services to Deploy:
_Work Service- _3.0.44*-https://nugetbuild.cloudapp.net/viewLog.html?buildId=3085&tab=buildResultsDiv&buildTypeId=Gallery_WorkService_Master

E2E Test Plan:
After deploying to Int, let the jobs run ~18 hours, with dashboard alerts turned on for the jobs.
Upon signoff, will deploy to production and continue monitoring these jobs.

  1. Deployed to production.
  2. Disabled and deleted BackupPackages and TransferPackagesToFailoverDC jobs.
  3. Ran schedule scripts to add ArchivePackages job.

These jobs will continue to be monitored by dashboard.
