NuGet.org: transition away from deprecated Symantec timestamping service #9259

NuGet.org (DEV, INT, and PROD environments) use the deprecated Symantec timestamping service for repository signing and countersigning NuGet packages. The industry-wide deprecated status of the service led to the 2021 incident on Linux.

We need to move away from this service to another service in good standing for all new packages pushed to NuGet.org.
