[Search-by-TFM] Enable filtering by target frameworks in V3 search (VS IDE support)

Problem description

Filtering by frameworks is currently possible in nuget.org search (V2 search). We can extend support for framework filtering to VS IDE and other clients by adding it to our V3 API too. (This will also require work on the Client-side to enable filtering support in the PM UI)

Solution

Add support for framework filtering to V3 Search (SearchService).

@steveoh We're about to start a new planning semester, alongside NuGet/Home#13143, and will bring this up there. I'll try to provide an update here once we have a clearer plan for the next few months.
