PVP Flags dont work. No way to allow attacking in subregion of region that disables it. #73

Currently in 1.20.4 (may be fixed in newer versions) pvp enabled and disabled. Both disable pvp. I have also not found a way to enable combat in a subregion of another that has both attack and damage disabled. I have tried levels with no success
