Will I be able to compile CAFFE using the instruction.md on Odroid XU4 running ubuntu-mate 16.04? If yes, I couldn't find aarch64-linux-gnu-gcc for Odroid to build ACL. Can I use arm-linux-gnueabihf-gcc instead?

That's because the XU4 as far as I can see is 32bit, not 64 (4x A15 CPUs) therefore you need indeed to use arm-linux-gnueabihf-gcc
