LTO breaks scanning #114

With LTO enabled, the freq scanner does not appear to stop on active channels.

Need to test whether slowing the scan down fixes it, or if its more RSSI register problems with LTO

b594316 allows scan speed to be adjusted for LTO, but still need to investigate why the scan is less sensitive with LTO enabled.
