Vocabs update process freezes users' requests for vocabularies download

As a user I request downloading of vocabularies pack. If vocabs update process happens the same time, my request will be staying in "Progress" state for few days and after that cancelled.
We need some improvement in logic here. When update process starts, we need to make a pull of users requests running in the same time, stop them and re-run after update process.
