Spreadsheet horizontal scrolling doesn't work

This issue is unique.

Expected Behavior

When I use the horizontal scrollbar or the shift + scroll wheel combo, it should scroll horizontally.

Actual Behavior

It doesn't scroll.

Reproduction Steps

Open this file that is created on Microsoft's online Excel, and try to scroll horizontally.
NW1.xlsx

Additional information

I did not experience this behavior on any other file.

I can confirm - this is a bug 38976.

Problem can be reproduced in DocumentServer.
