support for auto_reservations

auto_reservations would work a lot like auto_queues. Basically just populate a dynamic list of available reservations. That is, the list should toggle off of the cluster, account and potentially other things. OSC doesn't really use reservations, so we need to find out how they relate to other fields like queues in the wild.
