Is your feature request related to a problem? Please describe.
Currently, r.category module only allows text rule files. However, those are prone to format issues because of user mistakes. They are also harder for tools to generate.

Describe the solution you'd like
Add an option to support JSON rule files to reduce chances of errors and ease of usability with other tools.
