I assigned a material to a person that wasn't yet a POCRE user, inviting him via email
Instead of receiving 1 single mail, I received 2

It has the same bug as #321

This is about email sent multiple time during draft creation and update (the solution is allow the sending only after publishing).
#321 is related to email validation and auto-login after the email sent
