Run Cypress Tests in CI to fullstack test Ocelot

Motive

This will allow us to merge bumps just if all tests are passed.

Followup from this: #4173
And this PR: #4186

Implementation

Use Docker environment to run the stuff - consider to encapsulate the cypress test environment in a docker as well
