Email notifications for Issue replies contains username of replying admin instead of reporting user.

Summary

When a user has submitted an issue, an administrator may comment on those issues. Comments are sent to the user that submitted the issue, via email.

This email begins with the line: "Hello <administrator username>, There is a new comment on your issue..."

Where it should contain:
"Hello <reporting username>, There is a new comment on your issue..."
