Issue Description

OmniSharp fails to load projects due to ending up importing MSBuild files from system Mono, despite running with OmniSharp's bundled Mono.

Steps to Reproduce

  1. Install WSL (Ubuntu 19.04).
  2. sudo apt install mono-complete.
  3. Install .NET Core 3.0 (e.g. via dotnet-install.sh).
  4. Clone https://github.com/flare-lang/flare in WSL (I don't think the specific project actually matters though).
  5. Set omnisharp.useGlobalMono to never and omnisharp.path to latest in VS Code's remote WSL settings.
  6. Open the cloned directory as a remote WSL directory from VS Code.
  7. Project loading fails.

Expected Behavior

Projects should load correctly.

Actual Behavior

Projects fail to load. See logs below.

Uninstalling the system Mono resolves the issue but is obviously not ideal.
