better vehicle stat displays #44

right now, vehicle stats are a lil confusing. vehicles have a base stat, part modifiers, and have those stats reduced when the vehicle is loaded.

the vehicle inspection menu should show you all 3 of those states
the vehicle upgrade menu should ignore the stat reduction from load
