How to support the "file storage" sub API of openEO?

aggregate the file storage of each underlying back-end? How to handle collisions?
keep it separate/standalone? Upload to necessary back-end when necessary?
how to handle collisions with existing files on underlying back-ends?
when uploading a file: upload to each back-end, or only one?
automatically synchronize between underlying back-ends when process graph requires that?
