Setup a tool to have visibility of what addresses were submitted interactively or using Sorting Office but were discarded and why, so that we can learn from opportunities like https://twitter.com/openaddressesuk/status/568776720737820672 .

Moving to ready.

The output from this tool should, subject to privacy guidelines, be visible as open data to the community.

It should, ideally, drive a process that improves Sorting Office to cater for edge cases. That improvement can be done by OA team or by the community.
