TP Local RLV Restriction

What version of OpenCollar are you using? 8.2.3

What behavior did you expect? When using the Stray preset, the @tplocal=n should have been imposed and enforced

What behavior did you see instead? The Stray preset, although it did set the restriction, @tplocal=n was not enforced, so I was able to jump through walls and teleport using the Map

tplocal doesn't seem to be stopping double-click teleports at all in firestorm. This should be reported to catznip Jira

It seems sittp restricts tp by double clicking on minimap and also double click on land when that is enabled.
