Reserve the publication of the transparency.json manifest in the .well-known folder #17

Once the format of the transparency manifest is updated and aligned, it's important to make sure the file structure and naming is recognized by the community and everyone knows that the file called transparency.json is responsible for the transparency protocol disclosures and should be read/treated in a specific way.

Feature: standard placement for disclosures in the .well-known folder

Given the format of the transparency manifest is registered for `.well-known` folder
And the disclosure is correctly made
And the transparency.json is created
When the user places transparency.json into a .well-known folder
Then the file is automatically recognized there and  could be read by crawlers and bots
