Add a blurb when creating/editing a collection explaining the collection name is unique system-wide #2964

Currently when a collection name is invalid because it's a duplicate of another name the error message "is already taken" doesn't provide a clear enough explanation of the limitations of collection names.

We'd like to add an explainer blurb which communicates that collections are globally unique.
