Consider giving dashboard user a way to stop a Liberty server associated with the current project even if the server wasn't started by the current Liberty Tools session

Consider the case where a Liberty server is started from the dashboard, and the Terminal tab closed. The Liberty server would be left up and running. There is now no way to stop this server via the Liberty dashboard. As far as our dashboard's "terminal session management" is concerned, the running server might as well have come from outside of Liberty Tools Eclipse.

Perhaps we should allow for stopping servers from the current project more generally, like mvn liberty:stop would do, or perhaps consider a new operation or signifier of the difference vs. a normal stop.
