Summary of Issue

Change instances of assert_rel_error to assert_near_zero from the OpenMDAO API to avoid deprecation warnings.

Description

OpenMDAO has changed the testing assertion assert_rel_error to assert_near_zero. Dymos should update to the new function to avoid deprecation warnings.
