Nextgenrepl should wait for riak_kv #22

When starting elements of nextgenrepl, the processes should start, but not be active until riak_kv has started.

Fo example if the riak_kv_replrtq_snk start to sync before riak_kv is up, then they will fetch and discard elements from the repl queue.
