Job Queue stuck when approving large amounts of entitlements

Describe the bug

In QA instance, approving 2039 entitlements gets stuck in Job queue, whereas approving just 500 entitlements pushes through successfully.

To Reproduce

1. Go to QA instance
2. Create a program and target at least more than 2k beneficiaries
3. Create a cycle and approve its entitlements
4. Notice job queue gets stuck in Approving process

Expected behavior
Should be able to handle large amounts of entitlements
