Replace access rights with user roles in the approver dropdown #719

Business Requirement
Currently, we display the actual access rights in the dropdown because we do not have proper user roles defined yet before. It would be logical to replace these access rights with User roles once these roles are defined.

Note: Only display User roles that are related to the corresponding dropdown ex: ID requestor should not be displayed in the Cycle Approver dropdown

Expected:

  1. Launch SP mis
  2. Go to programs
  3. Click create program
  4. Click on 'Configure the cycle manager' tab
  5. Under Approver group dropdown, the list that displays should be user roles
  6. Click on Configure entitlement manager
  7. Under Entitlement Validation Group dropdown, the list that displays should be user roles
