Not an issue, just a question related settings.

skygamma
The sky texture shows the gradient.

gamma2
The projected light shows the gamma gradient as well, creating a slight green tint, despite being grayscale.

My monitor is color calibrated.

Still not sure how to fix this issue. I've tried various color correction methods and color bits. This issue is also noticable on Doom 3 and BFG.

is it gamma correction or lack of colour precision? I think it's the second.

I'm not sure what is causing it, I've seen other people on forums also mentioning this issue with D3. The projected light texture is pure grayscale and still renders out some colour. The same texture doesn't show the artifact on Blender game engine or Unity. Maybe some for of colour grading would help resolve it.
