Add arbitrage overlaps support for Matching orders

Problem

Currently settlement price is determined by maker order. Maker is determined by relayer. It makes impossible for arbitrageurs to take an opportunity on overlapping orders for arbitrage purposes.

Solutions

Implement support for arbitrage opportunities on:

  • Creation price
  • Swap TMtm orders
