Reviews around, the official website list this as a free program, but there's only a link to a gimpy overpriced Windows Store app.

I'd rather eat glass than sign in to use the Windows store.

So is this dead as a free project now?

Like, is the idea a bait and switch where you say it's 'free', but then it's a huge pain that requires a degree in computer science to build, and thus dark-pattern forces users into a purchase?
