Describe the bug
When the Windows start menu is opened and the computer is left to idle, the screensaver start normally but the start menu hovers over it. This issue doens't seem to happen if an appiclation is running on the foreground.
To Reproduce
Steps to reproduce the behavior:
Open the Windows Start menu and leave it open
Allow Aerial to start

This problem was spotted as part of issue #105, since this is how Windows show after powered off from sleep state.

I was able to repeat this bug. The start menu will always start on top of Aerial, which makes sense because the start menu is designed to be on top of everything.
Looking into it I couldn't find an easy way to fix this. The biggest problem I had was finding a way to detect if the start menu was open. If anyone knows of a good way to do this I'm open to suggestions.
