Usage notes:   
1) the CSS and widget graphics are called from the VITAtoolkit server, where the Agency site originates.

2) the line above starting "form.minisearch-oo" needs to be on one line even though it may wrap in your display.

3) widget expects the site to provide an appropriate "branding" graphic  with the following specifications:
Search Widget Tile
• searchtile_286x73.jpg
• JPEG (.jpg)
• 286 pixels wide 73 pixels high
• optimized for web, so in the 12 – 20 KB file size range max.
