how to apply 3rd data to overture data

as title says, is there some best practice that i can apply 3rd party data to overture, data, for example, the government open speed limit data(road -> linestring , speedLimit), it seems that I can only join the open data road with overture segment by bbox currently. should i need to do a map-matching Here, something like build a graphhoper based on overture segment, then matching the 3rd party geometry to it and apply the 3rd party attribute(speed limit, height, etc) to overture segment?
