Editing Toolbar doesn't appear after Obsidian restart

Describe the bug
Editing Toolbar doesn't appear anymore after Obsidian restart. The position is set as "following".

To Reproduce
After Obsidian restart, the toolbar doesn't appear anymore.
The solution I found is after each Obsidian restart to open Editing Toolbar options and close, there is no need to modify anything.

Expected behavior
After text selection the toolbar must appear, and it does so only after I enter and exit the Options menu. After Obsidian restart, it does not work anymore and I must again enter and exit plugin Options menu.

Desktop (please complete the following information):

• OS: Windows 10
• Obsidian version 1.5.12

Same issue with obsidian 1.6.5
The toolbar show up once after obsidian is launched, and disappear after a single use.

Completely uninstall the plugin, reinstall and restore the data.json file (settings).
