Trigger pop up by selecting text with the keyboard

I'd like the editing toolbar pop up to appear when I'm selecting text using the keyboard only, for example shift + left or right arrow. Right now the pop up only appears if I select text using the mouse. I'm using the "following" Editing Toolbar position.
