reopen LinkChecker for checking URLs #6747

LinkChecker is used for checking for broken links in websites. But it is disabled in travis/build_doc.sh#L18

#linkchecker doc/en/html/index.html
#linkchecker doc/cn/html/index.html

We should reopen it.
