Issue - Bug

Not a critical bug fix, but want to note. Repro steps:

Open two browser windows, log in as two users
Start a meeting
Navigate the Facilitator to First Call
Navigate the Participant back to Updates or Check-In
Note the absence of a "Rejoin Facilitator" button

OS: macOS
Browser: Chrome
Estimated effort: 13 points (see CONTRIBUTING.md)
