Make the note on the pending retries page more accurate

Describe the suggested improvement

Currently, the note at the top of the pending retires page mentioned that the audit instance is necessary for the successful retires acknowledgments to work. This is not 100% accurate as the feature requires a minimal version on NServiceBus core at the endpoint level as well.
