Improve health check error messages

When the external web URL of an origin/cache is wrong causing a health check failure, it's difficult for users to know how they can fix it.

• In the error message (or after the error message), perhaps suggest changing the external web URL
• Potentially suggest how to reproduce the health check using something like curl so users can narrow down potential misconfigurations.
