Sending notifications directly to committers

Issue #16 addressed the potential of sending notifications directly to users, and had the SlackNotificator class created in response to this. However, this functionality never seemed to make its way into the plugin to be used. I would like to address this by putting in the feature to send directly to users and present this as an option in the project notification settings.
