It seems like, at points throughout the code, BUILD_CHANGED_STATUS had been experimented with, and ultimately rejected. It would be useful to add this in, and take advantage of buildChangedStatus() to offer the feature of sending notifications as soon as a build changes from success to failure. This change could offer users faster response time to failed tests on Teamcity.
