No, it is not.

Describe the solution you'd like
As a flinkey Web Components contributor, I would like to have a refactored version of the PR validation workflow as well as the Build & Publish workflow. Both should consist of the same YML definition that is extracted into a separate YML template file (build.template.yaml).
