For example, if a new version of a genome is made available, don't want to remove all info, but update things that have changed. Gene start/stop, synonyms, etc...

See how this was done in issue #70 for dbxrefs and extend. Will also need to add more logic to update the ElasticSearch records though for genes and annotations.
