Content script and content scripts UI won't load

Is there an expected directory structure for the content script and content scripts UI?

I have this in my project:

The scripts won't load at all. No error in the console. The build works fine but the scripts are not seen for my target website.

If however, I remove the sub folders delivery-monitor and item-notes and instead have them all under the single top level contents folder, they seem to work fine.

I intended to organize my code based on the functionality they are associated with but seems like that is not possible. Is that expected or a bug?
